Can I use this commercially?

Yes, under the source license (ODbL). Attribution is required where required by the source. The Enterprise license adds bulk export rights, removes attribution requirements for derived products, and includes a commercial-use SLA.

How do I get the full (non-sampled) dataset?

The page shows a sampled subset for browser-side speed. Full datasets are available via the Agents API on the Pro tier (5,000 calls/mo) or Enterprise (unlimited + bulk export). Talk to sales for one-time exports.

Utility-scale only, or rooftop solar too?

Utility-scale only on this page — OSM's power_plant=solar tagging. Rooftop solar isn't reliably mapped in OSM at the parcel level. For rooftop / DG solar coverage talk to us about the Enterprise dataset which combines satellite-derived inventory with operator filings.
